    The purpose of the Charter Talent to the Top is to achieve a higher inflow, promotion and retention of the number of women at the top. Signing the charter is voluntary, but not without obligations. Charter signatories commit themselves to measurable gender diversity goals, and accept to report and be monitored on their achievements annually by the independent Talent to the Top Monitoring Committee. Since the start in 2008, 261 organisations have signed the charter. The Monitor Talent to the Top 2016 describes the development of the share of women at the top of charter signatories in 2016 and describes the effort of signatories to increase the number of women at the top. The results show that the number of women at the top and sub top continues to increase. Between 2015 and 2016 the share of women at the top increased from 21,4% to 22,4%. Furthermore, the proportion of women at the sub top has increased by almost one percentage point to 27,8%. The average share of women in the organisation has increased slightly with 0,6 percentage point to 43,8%. Women are best represented at employers’ organisations and employees’ organisations, followed by the culture, media and communications sector, followed by the sector trade and the sector housing associations. The technology and telecom sector reflects the lowest proportion of women at the top, followed by the sector consultancy in organisations and HR. Charter signatories are in the forefront of gender balance on the board, like the Administration and Supervision Act requires with the target of 30% equal representation of both men and women on the board of large companies. In 2015 on average 22,2% of the managing board seats and 33,1% of the supervisory board seats of charter signatories were occupied by women. In supervisory boards of non-profit organisations (raden van toezicht) relatively more seats were held by women: 36,5% on average. In 2016 44,0% of the managing boards and 53,1% of the supervisory boards of charter organisations obtained a balanced composition – i.e. at least 30% female seats and at least 30% male seats. The number of balanced supervisory boards of non-profit organisations is even higher: 77,1%. This is much higher than what has been found in a nationally representative sample among companies to which the Act on management and supervision applies, where women make up, on average, 9.6% of the managing board and 12,5% of the supervisory board. Charter organisations’ policies regarding gender diversity are being evaluated annually on six dimensions: leadership, strategy and management, HR management, communication, knowledge and skills, and organisational climate. Results show that organisations are scoring better on all fronts on a yearly base. High correlations are identified among the six dimensions: a high level of development on one dimension often accompanies a high level of development on the other dimensions. And the longer that organisations are part of the “Talent to the Top” Charter, the better their gender diversity policies are developed and carried out within the organisation. Regarding the efficacy of diversity management programs, the analysis shows that the percentage of women at the top increases more significantly in organisations that have further developed their diversity programmes. Furthermore the analysis makes clear that the overall scale of gender diversity management programmes has a positive effect on the increase of the percentage of women at the top. Overall, it seems better to implement a broad range of measures than to search for a single measure that works.
