Abstract:
BaBe association, with the University of Zagreb, VIMIO association of Vukovar, Legalina association of Gračac, and the city of Zagreb, executed the "Women in the labor market - gender impact assessment" project over 24 months, aimed to enhance advocacy of civil society organizations (CSOs) in promoting transparency, openness, and effective management within Croatian public administration regarding gender equality, particularly in policies fostering a positive work environment for women. The initiative focused on boosting women's economic empowerment through 1) Researching and evaluating gender impact of policies affecting women's labor market access; 2) Enhancing the capacity for adopting gender-sensitive policies; 3) Advocacy and monitoring within local communities; 4) Transferring knowledge and sharing best practices; 5) Increasing visibility through media content production. In 2015, a study on policies for balancing family duties and paid work was conducted, involving legislative analysis, stakeholder interviews across various cities, surveys on municipal support for work-family balance, and household perspectives on managing work-family responsibilities. This research informed the development of training workshops on monitoring and evaluating gender equality policies and women's labor market status. Throughout 2016, 28 workshops targeted at CSOs, trade unions, political parties, and municipal gender equality commissions were held, along with six training sessions for local authority representatives on gender impact assessment principles. Informal coalitions were established, leading to the creation of policy measures/reviews at national and local levels regarding women's labor market position and gender equality. The analysis of political parties' electoral programs concerning these issues was also disseminated in various media outlets.
