    Croatia’s Second National Action Plan for Women, Peace, and Security (NAP II) was developed by the Government of the Republic of Croatia in collaboration with a working group that aimed to build on the progress of the first National Action Plan (NAP I). While it retains the core objectives and measures of prevention, participation, protection, and post-conflict recovery, NAP II introduces new priorities focused on enhancing the implementation and monitoring of its commitments. It incorporates the evolving landscape of global challenges highlighted in new UN Security Council resolutions, including issues such as climate change, migration, and terrorism, which disproportionately affect women and girls in conflict situations. The working group responsible for the development of NAP II was chaired by the Assistant Minister for Multilateral Global Issues, under the leadership of the Ministry of Foreign and European Affairs. The group’s membership includes representatives from various sectoral bodies, as well as the Office of the President of the Republic of Croatia and the Ombudsperson for Gender Equality. This cross-sectoral collaboration ensures that diverse perspectives and expertise contribute to a comprehensive approach to women's empowerment and security. The NAP II identifies nine strategic objectives across four key pillars: prevention, participation, protection and post-conflict recovery, and implementation and monitoring. These objectives focus on: Increasing women’s representation in peace and security decision-making processes; Promoting and protecting the rights of women and girls in conflict and post-conflict contexts; Enhancing cooperation and implementation of UN Security Council Resolution 1325, which addresses women’s roles in conflict prevention and peacebuilding. Particular emphasis has been placed on education and training initiatives, which are key tools in achieving the prevention and participation goals of the action plan. These training programs are designed to build capacity among institutions and individuals involved in peace and security processes, ensuring a gender-sensitive approach to addressing national and global security concerns. In its reporting to global forums such as Beijing+25 and CSW64 (2020), Croatia has highlighted its ongoing efforts to implement both NAP II and other Women, Peace, and Security (WPS) commitments. Nationally, there has been a concerted effort to increase public awareness and strengthen institutional capacities, with a particular focus on engaging the broader Croatian public in understanding and supporting gender-sensitive security policies. Monitoring and evaluation mechanisms have been integrated into the plan to ensure accountability and transparency in achieving its objectives. The comprehensive approach of Croatia’s NAP II reflects the country’s commitment to gender equality and its proactive stance in addressing the evolving security challenges that impact women, aiming for a holistic, sustainable framework for women’s empowerment in peace and security initiatives.
