    With a score of 62.2 out of 100, Portugal ranks 15th in the EU in the Index of Gender equality. Although its score has risen by 8.5 points since 2010, Portugal remains 5.8 points below the European average. This letter of recommendation is a product of the project “Red Card to Violence by Gender!", promoted by the Association for Family Planning and winner of the Football for All, funded by the Portuguese Football Federation. The letter emphasizes that women are still underrepresented in decision-making positions in Portuguese football and futsal and calls for concrete actions to address this issue. It also highlights the importance of ensuring equal opportunities for women and men in all areas of football, including coaching, refereeing, and administration. As its immediate goal is to promote women's social power in sports, by increasing female participation in football and futsal, it is intended that the achievement of this goal contributes to the promotion of equality of gender in Portuguese society.
