Abstract:
The aim of the guidelines is to provide hints and orientations to avoid discriminatory practices and behaviours when accessing high positions in the public administration. Practices suggested are, amongst the others: monitoring the phenomenon by measuring the number of female candidates compared to the total and/or - where relevant (e.g. for access to positions intended only for internal employees) the percentage of female candidates out of the total number of potential interested parties in possession of the comparative requirements the percentage of applications from men out of the total number of potential interested parties who meet the male requirements. This analysis has to be made to past Calls for Applications in order to have a comparative data and has to be made sistematically in the future to monitor the trend. Also the way public competitions are taken has to guarantee equal access to high positions and avoid gender discrimination. In the recruitment, practices to be adopted concern the way the job descriptions are formulated, multiple choice questionnaires that must avoid gender bias (par. 6.2 of the Guidelines)
